On January 31, 2000, Illinois Governor George Ryan issued an executive order placing a moratorium on the execution of prisoners convicted of capital crimes. On March 9, 2000, Governor Ryan created a commission to study the capital punishment process in Illinois. This is an excellent source to obtain information on the Illinois death penalty before it was abolished.
